WHO ICD-11 & CODE Z28.310 AND Z28.311

On 11 February 2022, WHO introduced its new international classification of diseases ( ICD-11 ).
The WHO states the following in this regard :
" ICD-11 is the international standard for systematic recording, reporting, analysis, interpretation and comparison of mortality and morbidity data. This 11th revision is the result of an unprecedented collaboration with clinicians, statisticians, classification and IT experts from around the world.
ICD-11 enables countries to count and identify their most pressing health problems by using an up-to-date and clinically relevant classification system. Health conditions and accidents are given an ICD-11 code, resulting in data that can be used by governments to design effective public health policies and measure their impact, or can be used for clinical registration.
For the first time, the ICD is fully electronic and currently provides access to
17,000 diagnostic categories, with more than 100,000 medical diagnostic index terms. The index-based search algorithm interprets more than 1.6 million terms. ICD-11 is easy to install and use online or offline, using free 'container' software.
CD-11 is a vast improvement on previous revisions. It reflects critical advances in science and medicine, aligning classification with the latest knowledge in disease treatment and prevention. . ICD-11 is digital health ready, for use in multiple IT environments, with a new API.
New core chapters include "Diseases of the immune system", "Sleep-wake disorders" and "Diseases related to sexual health".
New additional chapters and sections enable assessment of functioning and optional registration of diagnoses from traditional medicine.
All concepts for registration and reporting in primary care are included.
Overall coding improvements in ICD-11 enable more accurate and detailed registration and data collection. Examples include:
- Codes for antimicrobial resistance, in line with GLASS1
- Codes for complete documentation of patient safety, in line with the WHO patient safety framework
- Necessary details for cancer registration are fully included in ICD-11
- Specific coding for clinical stages of HIV
- More clinically relevant coding for complications of diabetes
- Codes for common skin cancers basalioma, and melanoma subtypes. -Classification of heart valve disease and pulmonary hypertension, now consistent with current diagnostic and treatment capacity
- Coding for road traffic accidents and causes of injury, now in line with current international practice for data documentation and analysis.
The introduction of extension codes allows flexible addition of details relevant to clinical documentation and device or substance safety. With the extension codes, medicines with WHO INN2 and WHO medical device nomenclature can be registered, and the severity of disease can be documented
as well as documenting disease severity, anatomy or histopathology.
Why WHO is interested in countries switching to ICD-11
Meaningful data for prevention, financing or evaluation are best produced with a standardized classification based on the latest medical and scientific knowledge.
WHO is providing technical assistance to help countries develop their national implementation plans and strengthen their health and surveillance systems. WHO has already organized training workshops in several WHO regions.

The list of codes is not available to the general public. Only for professionals and governments.
But, thanks to certain official bodies, it has been leaked that WHO has provided in a code Z28.310 and Z28.311.
Code Z28.310 is the code registered in the medical record of any person who has not had any Covid-19 vaccine.
Code Z28.311 is the code for any person who has had at least one dose of Covid vaccine but has not taken the full series to meet the definition " fully vaccinated".
The WHO has even provided codes representing the reasons why a person has not been vaccinated....

In short, the WHO wants to know everything about every person on the planet. Not only everything about their health status and possible diseases, but also about possible traffic- and other accidents,and, the vaccination status regarding Covid-19 ( or is it rather the status of amount of mRNA in the blood ? )
It is at the very least peculiar that the WHO ( and thus also national governments ) have a special interest in the vaccination status of people regarding COVID but not in their vaccination status regarding all other vaccines, including polio, for example, which vaccine, unlike the Covid vaccine that is entirely voluntary, is required by law.
Even more peculiar is the fact that the WHO ( and national governments ) also want to record why a person did not take a Covid vaccine. That is none of their business. De facto and de jure, any vaccine that falls under the rubric of free choice is a private matter about which it is even not allowed to ask questions.
Asking the question is a violation of the right to privacy. The registration of a vaccine status with or without the reason for refusal is prohibited.
Final note: an investigation was carried out into the national and international guidelines because several Belgians complained about the fact that their GP reported (and showed) them that - beyond their knowledge and without their permission - a red box stating code Z28.310 or Z28.311 or "non-vaccinated" was placed in their medical file and they were questioned by their GP about the reason for refusal of the Covid-19 vaccine.
Through this investigation, it has come to light that the instructions emanate from WHO and have already been implemented nationwide without any notification to the public by the federal or regional governments. This constitutes a serious violation of human rights and freedoms. A medical record is personal. It is not permissible for unauthorized persons ( such as pharmacies, as we saw during the pandemic ) to take knowledge of a person's medical records, including vaccination status. It is also not admissible to make entries in a medical record without the patient's permission. In accordance with the law on patients' rights, the administration of a vaccine is only permitted after the formal consent of the patient, who must be thoroughly informed beforehand of the treatment envisaged ( informed consent ).
